Temporarily Restricted Access to 2-1-1 Dialing via Cell Phone and Some Businesses/Government Institutions The Public Utilities Commission of Ohio (PUCO) ruling to require local telephone companies to provide access to community information and referral service through the three-digit dialing code 2-1-1 does not currently cover cellular phone service providers. Consequently, most cell phone services will not direct 2-1-1 calls to your local community information and referral program. In addition, many companies and government institutions have their own internal phone systems that are programmed to "block" abbreviated three-digit dialing codes (N-1-1) except 9-1-1. While we are encouraging all businesses and institutions in our area to remove any internal phone system blocks of the 2-1-1 dialing code as soon as possible, they are not required to do so by the PUCO ruling.
